DOI Timeline of Events

  • During the Tuesday, October 11, 2022, District Advisory Team (DAT) Meeting, the DAT was advised that the West ISD Board of Trustees would consider approving the Resolution to begin the District of Innovation process and work during the Wednesday, October 12, 2022, Regular Board Meeting. The DAT discussed potential DOI innovation plan goals and possible exemptions.
  • During the Wednesday, October 12, 2022, Regular Board Meeting, the West ISD Board of Trustees approved the Resolution to begin the District of Innovation process and work. David Truitt, Superintendent, contacted the Commissioner of Education via email of West ISD's intent to study and possibly create a DOI plan. 
  • During the Monday, November 7, 2022, District Advisory Team (DAT) Meeting, the DAT reviewed possible educational program innovations and Education Code provision exemptions. The DAT narrowed the possible West ISD DOI exemption list to the following:
    • First and Last Day of Instruction
    • Campus Behavior Coordinator
    • Required Certification
    • Inter-District Student Transfers
    • Attendance for Class Credit
    • Excused Absences for College, Career, and Military Visits
    • Group Health Benefits for School Employees
  • During the Wednesday, November 9, 2022, Regular Board Meeting, the West ISD Board of Trustees approved the DOI Planning Committee and to move forward with the DOI work. A Public Hearing was held during this meeting to hear any DOI-related questions or comments.
  • During the Tuesday, January 3, 2023, Mid-Year Convocation, all West ISD teachers and staff were presented the possible West ISD DOI exemption list. All teachers and staff were also provided the opportunity to provide feedback on the current plan via an online survey.
  • During the Wednesday, January 11, 2023, Regular Board Meeting, the West ISD Board of Trustees heard the final "Big 8" West ISD DOI exemption plan.
  • On Tuesday, January 17, 2023, David Truitt, Superintendent, emailed the West ISD DOI exemption plan to the Texas Education Agency (TEA) Division of Accreditation and Enforcement, Office of Governance, for review and to notify the Commissioner's Office of the District's intent to adopt a new DOI plan.
  • On Thursday, January 19, 2023, the TEA Division of Accreditation and Enforcement, Office of Governance, emailed the District back the following feedback:
  • Six of the eight West ISD DOI exemptions were approved. Those six exemptions included:
    • First and Last Day of Instruction
    • Campus Behavior Coordinator
    • Required Certification
    • Inter-District Student Transfers
    • Attendance for Class Credit
    • Excused Absences for College, Career, and Military Visits
    • Note: The TEA Division of Accreditation and Enforcement, Office of Governance, stated the "Required Certification" exemption may not include Special Education, Bilingual/ESL, or Prekindergarten teacher positions.
  • Per the DOI TEC Chapter 12A Flowchart, West ISD moved to the 30 day notification and "posting online" period. The 30-day period began on Monday, January 23, 2023, and ended on Tuesday, February 21, 2023.
  • During the Monday, February 27, 2023, District Advisory Team (DAT) Meeting, the DAT reviewed the final six DOI exemptions and approved the final West ISD 2023-2027 DOI Plan by a vote of 16-0. A Public Hearing was held during this meeting to hear any DOI-related questions or comments. 
  • During the Wednesday, March 8, 2023, during the Regular Board Meeting, a Public Hearing was held to answer any additional questions about the DOI plan. Following the Public Hearing, the Board voted 7-0 to approve the DOI plan. David Truitt, Superintendent, shared that he would complete the last step by Friday, March 10, 2023, and notify the Texas Education Agency (TEA) Division of Accreditation and Enforcement, Office of Governance, and Commissioner's Office that the Board had approved the plan along with the required documents and posting information.
