The goal of the Effective Schools Framework (ESF) is to provide a clear vision for what districts and schools across the state of Texas should do to ensure an excellent education for all students. The ESF supports school and district continuous improvement efforts by providing the basis for the ESF diagnostic process and the foundation for the alignment of resources and supports needed for each school.

At the core of effective schools is effective instruction: interactions between students, teachers, and content determine learning outcomes. This instructional core is strengthened and supported by effective, well-supported teachers, high-quality curriculum, and positive school culture. Strong school leadership and careful planning encompass and ensure each of these prioritized levers.

Through the assistance of the Region 12 Service Center, West ISD completed the ESF diagnostic process (self-assessment), the alignment of resources and supports work, and crafted a plan to help ensure all campuses meet the requirements of the 85th Texas Legislature passed House Bill (HB) 22, establishing three domains for measuring the academic performance of districts and campuses: Student Achievement, School Progress, and Closing the Gaps. Per HB 22, all Texas districts and campuses receive a rating of A, B, C, D, or F for overall performance, as well as for performance in each domain. The West ISD ESF plan will assist the district and campus leadership teams and all staff in our goal of A ratings along with distinction designations which are awarded based on performance relative to a unique comparison group of campuses across the state. West ISD recognizes that there are three state performance cycles, 2020, 2021, and 2022, before the US Department of Education (USDE) adjusts the Closing the Gaps (Domain 3) domain targets. Texas districts expect Commissioner of Education, Mike Morath, to adjust the state performance targets as well. These new targets will likely go into effect for state academic performance cycle 2023. With this news, West ISD has set the goal to achieve A ratings over the next two school years. 
 
“Vision 2020: Race to an A” will enable West ISD to:
  • Achieve A ratings for all campuses by the release of the state academic performance cycle in August 2023,
  • Achieve an A rating for the district by the release of the state academic performance cycle in August 2023,
  • Align all district and campus resources and supports in an effort to accomplish the ESF plan (Note: Each year, the District will self-reflect and recalibrate the plan as needed to reach the Vision 2020 goals.),
  • Ensure all district and campus ESF planning components are data driven, and
  • Provide a framework and map for all district stakeholders to follow and support beginning in January 2020 through the release of the state academic performance cycle in August 2023.
This framework includes three timelines:
  • Phase 1: January 2020 through May 2020
  • Phase 2: June 2020 through May 2021
  • Phase 3: June 2021 through August 2023
