Amended DOI Planning Documents and Information
Areas of Innovation – Amended, September 9, 2026
Per TEC §12A.007, a local innovation plan may be amended, rescinded, or renewed if the action is approved by a vote of the district-level committee established under Section 11.251, or a comparable committee if the district is exempt from that section, and the Board of Trustees in the same manner as required for initial adoption of a local innovation plan under Section 12A.005.
19 Texas Administrative Code §102.1313 states:
(a) A District of Innovation plan may be amended, rescinded, or renewed if the action is approved by a majority vote of the district-level committee established under the Texas Education Code, §11.251, or a comparable committee if the district is exempt from that section, and a two-thirds majority vote of the Board of Trustees.
(b) The district shall notify the Commissioner of Education of any actions taken pursuant to subsection (a) of this section along with the associated Texas Education Code exemptions and local approval dates.
A designated DOI may choose to amend or renew its plan at any time pursuant to applicable sections of Texas Education Code and Texas Administrative Code.
Per 19 Texas Administrative Code §102.1313(a), an amendment to an approved plan does not change the date of the term of designation as an innovation district. Exemptions that were already formally approved are not required to be reviewed.
- An amendment may be made to a DOI plan at any time during the term of the plan.
- An amendment to a DOI plan does not require the district to repeat the adoption process in its entirety.
- An amendment to a DOI plan does not change the date of the term of the plan; the original adopted term must remain the same.
New West ISD DOI Timeline of Events
During the March 5, 2023, Regular Board Meeting, the following statutes were approved by the West ISD Board of Trustees.
- First and Last Day of Instruction
- Campus Behavior Coordinator
- Required Certification
- Inter-District Student Transfers
- Attendance for Class Credit
- Excused Absences for College, Career, and Military Visits
Per the “To the Administrator Addressed” correspondence from the Texas Education Agency (TEA) on July 31, 2025, the district was notified that the Campus Behavior Coordinator exemption could no longer be included in a DOI plan. TEA shared that House Bill (HB) 6 HB 6 expanded the prohibited exemptions from a few sections of Chapter 37 to include the entire Chapter.
With this news, the district’s DOI plan now included the following statutes:
- First and Last Day of Instruction
- Required Certification
- Attendance for Class Credit
- Excused Absences for College, Career, and Military Visits
Per Texas Education Code §12A.007, the West ISD District Advisory Team (DAT) met on Tuesday, September 8, 2026, to review, discuss, and approve the following amendments to the district’s DOI plan:
- Teacher Contracts
- Teacher Workdays
- Inter-District Student Transfers
- Local Grievance Procedures
- Acquisition of Library Materials
- Local School Library Advisory Council (SLAC)
