West ISD Notification of Rights under FERPA for Elementary and Secondary Schools
 
The Family Educational Rights and Privacy Act (FERPA) affords parents and students over 18 years of age ("eligible students") certain rights with respect to the student's education records. These rights are:
 
(1). The right to inspect and review the student's education records within 45 days of the day the School receives a request for access.
Parents or eligible students should submit to the School principal [or appropriate school official] a written request that identifies the record(s) they wish to inspect. The School official will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected.
 
(2). The right to request the amendment of the student’s education records that the parent or eligible student believes are inaccurate, misleading, or otherwise in violation of the student’s privacy rights under FERPA.
 
Parents or eligible students who wish to ask the School to amend a record should write the School principal clearly identify the part of the record they want changed, and specify why it should be changed. If the School decides not to amend the record as requested by the parent or eligible student, the School will notify the parent or eligible student of the decision and advise them of their right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when notified of the right to a hearing.
 
(3). The right to privacy of personally identifiable information in the student's education records, except to the extent that FERPA authorizes disclosure without consent.
 
One exception, which permits disclosure without consent, is disclosure to school officials with legitimate educational interests. A school official is a person employed by the School as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel); a person serving on the School Board; a person or company with whom the School has outsourced services or functions it would otherwise use its own employees to perform (such as an attorney, auditor, medical consultant, or therapist); a parent or student serving on an official committee, such as a disciplinary or grievance committee; or a parent, student, or other volunteer assisting another school official in performing his or her tasks.
 
A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility.
 
Upon request, the School discloses education records without consent to officials of another school district in which a student seeks or intends to enroll, or is already enrolled if the disclosure is for purposes of the student’s enrollment or transfer. (4) The right to file a complaint with the U.S. Department of Education concerning alleged failures by the School to comply with the requirements of FERPA. West ISD Gifted and Talented Notice of Student Nomination
 

Nominations for the Gifted/Talented program may take place any time; however, Gifted/Talented pamphlets will be sent home with students at the beginning and middle of each school year. This will precede the upcoming assessment window for the gifted/talented program at West ISD. West ISD staff, parents, or other invested members may nominate a student for the gifted and talented program. Parents of the nominated students will be asked to sign a waiver for the gifted/talented assessment process. All assessments and determinations shall be made no later than March 1st of each school year.

Child Find Notice

ESC Region 12 offers child find information, referral services, and public awareness to parents and community members at no cost. Services may be available for children from birth through the age of 21. Information about Child Find can be found at this link:

Public Notice on Title I Private School Notification
 
In order to meet the West Independent School District’s Federal Program requirements, we are hereby publishing the following notices:

Title I, Part A
 
Improving Basic Programs Operated by Local Education Agencies (LEA) provides supplemental funding to state and LEAs for resources to help schools with high concentrations of students from low-income families provide a high-quality education that will enable all children to meet the state's student performance standards. Title I, Part A supports schools in implementing either a school-wide program or a targeted assistance program. These programs must use effective methods and instructional strategies that are grounded in scientifically based research.
 
Title I, Part D, Subparts 1 and 2
 
Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent, or At Risk provides supplemental funding to state and LEAs to improve the educational service to children in facilities for the neglected or delinquent so that these students will have the opportunity to acquire the knowledge and skills contained in the state content standards in order to meet the same student performance standards that all children in the state are expected to meet. Title I, Part D has a primary focus of facilitating the transition and academic needs of students from correctional programs to further education or employment. The division administers the two formula programs.
 
Title II, Part A - Teacher and Principal Training and Recruiting
 
Fund provides supplemental funding to improve student achievement by elevating teacher and principal quality through recruitment, hiring, and retention strategies to improve teacher and principal quality and increase the number of highly qualified teachers in the classroom and highly qualified principals and assistant principals in schools. The program uses scientifically based professional development interventions and holds districts and schools accountable for improvements in student academic performance.

Public Notification of Nondiscrimination in Career and Technology Education (CTE) Programs
 
West Independent School District offers career and technology education programs in Agriculture, Food, and Natural Resources; Architecture and Construction; Arts, A/V, and Communications; Business Management and Administration; Finance; Health Science; Hospitality and Tourism; Human Services, Information Technology; Manufacturing; and Transportation, Distribution, and Logistics. Admission to these programs is based on interest and aptitude, age appropriateness, and class availability.
